Werner Institute Symposium 2026
Contemporary Domestic & International Arbitration
In the first session, the panel examines the role of international arbitration in a rapidly changing world: is international arbitration a steady constant in an increasingly unstable world, or the victim of global volatility?"
Contemporary domestic arbitration centers on the enforceability of arbitration agreements and emerging defenses such as the effective-vindication doctrine. The second panel session examines recent case law and practical strategies for challenging or upholding arbitration clauses.

Zach Mollengarden
Deputy Executive Secretary for International Affairs
U.S. Department of the Treasury
Previously, Mr. Mollengarden served as an attorney in the Office of the Assistant General Counsel for International Affairs, where he advised on a broad range of international economic issues, with concentrations in sovereign debt, international financial regulation, and investment law. Before joining Treasury, Zach worked in the Washington, DC and Singapore offices of Three Crowns LLP, a specialist international arbitration firm, and in the London offices of Barclays PLC. A term member of the Council on Foreign Relations, Zach holds a JD from Yale Law School, an MPhil in International Relations from the University of Cambridge, and a BA in Political Science and Religion from Middlebury College. His scholarship has been published in the American Journal of International Law, American Journal of Comparative Law, and Virginia Journal of International Law, among others.
